  The four main cooling pumps, which acted as a way to expend power during the test, were switched to full power. With the reactor’s power output already abnormally low and the neutron flow respectively weak, reactor contamination increased further. Despite the extreme cooling action provided by the pumps, reactivity continued to dwindle. In an attempt to stabilise the output level, further control rods were removed. At this point it would still have been possible to save the reactor with an emergency shutdown, but the operators failed to do this.
